Sims, who is considered a co-starter at tight end for Miami, has no cleared the league's concussion protocol after sustaining the injury last week against the Washington Redskins.
The list means several key players who have been on the injury report this week will be active. They include All Pro defensive end Cameron Wake, safety Reshad Jones, and reserve defensive end Derrick Shelby.
The Jaguars' list includes several starters or key contributors. The full list has defensive end Andre Branch, safety Johnathan Cyprien, running back Toby Gerhart, cornerback Dwayne Gratz, tackle Luke Joeckel, defensive tackle Sen'Derrick Marks, and rtight end Julius Thomas all inactive.
