2015 NFL Free Agent Rumors and Signings: Dolphins live updates Day 16

The NFL owners meetings that began on Sunday in Phoenix, Arizona should be wrapping up today. This is a time that tends to see free agency slow down a bit as the owners and team staff attend to other league business. Team owners are expected to discuss among other things several rule changes and playoff expansion. Expect, on top of the rules changes announced yesterday for any additional rules or major league changes that have been voted on this year to be announced this afternoon.
