Well, my guess is Philbin thinks he's just being consistent with how he always answers that "Who's starting?" question about any position. He doesn't reveal starters. That's naive in this case of a quarterback. It's a different position with different rules. Philbin needlessly made an issue of this, and it suggests he still doesn't fully understand the nuanced demands of being the "one voice" of his team.
