Thanks to the work of Reddit user ChrisTroy, we can take a look at all of the arrests and citations around the NFL since 2000. The key here is arrests - not convictions, or even charges.
The Miami Dolphins are tied with the eighth highest total of arrests since 2000. According to the Union Times - San Diego, those 26 arrests are:

Clearly, during the season, there is a dramatic drop in arrests. However, when players get free time in February, May, and June, they get into trouble.
