The Phinsider's weekly NFL Power Rankings for Week 9 stuns every one by continuing to put the Green Bay Packers at the number one spot.  Okay, so maybe that's not so surprising.

After the Packers, we find the San Francisco 49ers holding the second spot for the second straight week.

We also find several teams making big moves, both positive and negative, this week.  The top gaining teams are the Dallas Cowboys and New York Jets, both of whom moved up 5 positions.  Meanwhile, the Buffalo Bills and Kansas City Chiefs each feel 6 spots, while the New England Patriots and Oakland Raiders each made five position drops.

If you want to beat the Packers, you have to outgun them. The rub? No one can outgun Aaron Rodgers right now. (kmb)

Huge game at home vs Giants coming up. Will tell us a lot about this team. (Matty)

Ravens

Very much a Jekyll and Hyde team right now. When the Ravens are on, they're great. When they're bad, they're unwatchable. Will they play down to Seattle on Sunday? (kmb)

Steelers

Coughing up a game against a hated division rival was inexcusable, and Pittsburgh needs to patch up its corner position opposite Ike Taylor (kmb)

Exact opposite of Miami - great home team, not as good on the road. (Mosul)

A potential statement game against Pittsburgh awaits the Bengals this Sunday. Can Andy Dalton and Co. take out the Steelers at home? (kmb)

Bears

Awesome win for the Bears in a very hostile environment last Monday night. Jay Cutler is having a Pro Bowl-caliber season. (kmb)

Hoping to take over first place in the division with a win over the Pats and a possible Bills loss. (tcp)

Seem to have come back down to earth after a fast start. (tcp)

Falcons

13

Complete with Bye week number 2 (read: beating the Colts), the Falcons now face the Saints, which will determine the road to the division championship. (Mosul)

Chargers

Pup up a great fight against unbeaten Packers. But too many turnovers to overcome. However, once again favorite to win the weak AFC West. (Matty)

16

21

Cowboys

16

16

16

Could be 6-2 if not for Romo's late game blunders.  (tcp)

Losing to the Saints in New Orleans isn't a surprise fpr anyone. (Mosul)

13

Raiders

19

20

16

I know we need more time before passing final judgment. But that Carson Palmer trade looks bad through first 2 games. (Matty)

19

19

Eagles

18

21

Can the "dream team" still catch up in their own division? (tcp)

20

20

Titans

4-4 is much better than anyone really expected the Titans to be. (Mosul)

21

15

Chiefs

21

20

21

18

Blown out at home against the lowly Dolphins starting a career backup QB. Nothing else to add. (Matty)

22

24

Vikings

22

23

22

25

The offensive line in Minnesota is a joke, but Christian Ponder's presence should take some of the sting out of the Vikings' disappointing 2011 season. (kmb)

23

22

Redskins

24

24

23

I guess John Beck was never destined to be the answer anywhere. (tcp)

24

23

Browns

23

25

24

23

The Browns can possibly find some momentum against the visiting Rams on Sunday, but Cleveland's biggest problem right now is its lack of play-makers on offense. (kmb)

25

25

Panthers

25

22

26

27

It doesn't matter how many yards Cam Newton runs or throws for each week if the team continues to put up Ls. (Mosul)

26

27

Broncos

26

26

25

24

Back to earth for Tim Tebow. Wait? Isn't that a sign of the rapture? (Matty)

27

26

Jaguars

27

27

27

28

Jaguars at Colts this week - is anyone going to be watching? (Mosul)

28

30

Cardinals

28

28

28

29

Patrick Peterson may not be playing up to expectations early on at cornerback. But his return skills are elite. (Matty)

29

28

Seahawks

29

30

29

26

The Seahawks put up over 380 yards of offense vs DAL, which is a step in the right direction. But 3 costly interceptions on the road will do you in. (Matty)

30

29

Rams

31

29

30

31

Very tough loss to swallow for Rams fans. But at least Steven Jackson continues to look rejuvenated. (Matty)

31

31

Dolphins

30

31

31

30

Look to win their second game of the season against a sliding Redskins team. (tcp)

32

Colts

The drama of Peyton Manning vs. Andrew Luck will get more entertaining as the season continues (Mosul)
