Picking up Silva is a move right there for Ireland to make. The secondary, particularly SS/FS is a weak position, and Silva has really nice ability. As a brief recap, Silva had 8 INT in 2011 (6 INT in 2010) playing at Hawaii. He was previously a QB and shuffled positions between WR and S before making the transition to SS full-time. He went from UDFA and quick release in Baltimore to Bills PS to making the 2012 Cowboys roster. He played limited minutes on defense before being caught yet again in the numbers game. He would be a solid pickup here, with starting potential but still learning.
