Does Moore's inability to be consistent in practice hurt the development of the rest of the offense??

I keep hearing Moore is a gamer, that he is much better in games than he is in practice, but my question is, how is he ever to improve and grow as a QB if he is a poor practice QB AND how is the offense supposed to improve and grow if he can't execute in practice?

If you're a gamer as a WR and not good in practice, that may not terribly effect the rest of the squad and the same goes with RB, and the OL, but if your QB is not good in practice, then your entire offense is effected. What do you guys think about that?
