Is dotting players just as bad as putting bounties on players?

In this article by Mike Florio, it highlights a paragraph from Rex Ryan's book in which he says the Jets "dot" players for their defense to knock out of games, but not by illegal methods. Is that as bad as the Saints placing bounties? Gregg Williams never mentioned illegal hits either (you can make a case for testing their head) with New Orleans, but the Saints did put cash on the table. I'm sure many will have differing opinions. What are your thoughts?
