Bob Costas addresses gun violence, REALLY?

Costas is "in favor of people... carrying [guns] in reasonably controlled circumstances." What is that circumstance really? And controlled? Yet he's "for" the Second Amendment? I used to like Bob Costas, now he's shown he is uninformed....
