I read a tweet either Sunday or Monday that Philbin doesn't call the plays in GB, McCarthy does

The tweet suggested that Philbin isn’t the good candidate he is made out to be. Who knows? I think Carmichael would do wonders for whoever our QB is. I want the coach to be good at developing QBs.

Is there any reason the Phins couldn't reach out to Philbin now? Aren't coordinators allowed to interview during a bye week in the playoffs?
