ARE PLAYERS WHO ARE STRICTLY PUNT/KICK RETURNERS WORTH A ROSTER SPOT?

As I watched Livas return a punt 75 yrds to the house against the Falcons, of course it got me pumped up, I couldn't help but wonder if the guy isn't going to make the team as a wide reciever is he worth a roster spot? Before you go all "are you kidding me" on me, hear me out. The record for most punt returns for touchdowns is 4, most recently done by devone hester. That's only 28 points in a season. The average is 2 at best by most dynamic returners. We could argue about field position but with the new kickoff rules, field position isn't going to be that great anyway and average punt return is in the ball park of 10 yrds. Some say, a great punt/kick return fires up the team, but so does a pick 6 or a 50 yrd bomb or fumble recovery taken to the house. Wouldn't it be better to give that roster spot to someone who can contribute on a more regular basis and let a second or third team reciever/rb return kicks. Because after all, a great return is only as great as the blocking. Your thoughts?

P.S. This was not a knock against Livas, the guy is lightning fast and I hope miami at least keeps to him to develop his recieving skills
