Is the NFL Over reacting?

I posted this prior in another post, but wanted to get everyones reaction on the Helmet to Helmet hits.   I think that yes the NFL needs to protect the head shots, intentional head shots, with forearm helmet or shoulder. But to a degree.  It is the defensive players job to tackle and bring down the ball carrier correctly.  And not to hit a defenseless player.  But with this game so much is based on timing, if a DB launches at a WR and is in the air as the WR attempts to catch the ball, but drops it, how can you blame the DB?

Also, offensive players move too, they try to avoid the hit to score TD's if a player is lining up a hit for the torso, and the WR/RB goes low in attempt to gain more yards and a helmet to helmet happens how is that the D players fault?  As in both the James Harrison hits, on Cribbs his fellow D player tackled him first bringing him toward the ground, when the hit occurred, and the other was when the WR ducked while bobbling the ball.  

Just like the Fins Chris Clemons, getting penalized in the Jets game.  He was going for the tackle, the WR simultaneously dropped the ball and moved his body to go low.

I know there has to be a rule in place, and the pass interference calls are a problem b/c its up the the officials digression, and this is a lively hood.  But fines and suspensions should take all I said into consideration.
