love to play outside linebacker in a 3-4 defense. He would not say which team he is eyeing but he would look great in a Dolphins uniform. It will be interesting to see what the pathers do with him, grant his wish or tag him. This is what he had to say

"I feel like my abilities could be maximized and I could be even more productive than I have been in the past in a new system," Peppers said. "I feel like I've gotten close to maxing out in the system that I'm in now."

I know it would be a long shot but think of the possibilites

The guy is just

trying to earn himself the most money possible. One strategy is to make it known he is available to 3-4 teams to maximize the number of potential bidders. In reality, he has rarely if ever had to play in coverage- so he would probably be somewhat of a project. With is tall frame he may not be capable of the fluidity necessary to cover an athletic TE. With the $$ he is going to be asking for I personally wouldn’t want to be gambling on a project player.
