DRC @ #1?

This idea follows thephinisher's idea in "Mountainous Michigan Man Minus the Moolah" except that it is not a bluff.
If we want to minimize the cap hit for the #1 pick, why not offer Dominique Rodgers-Cromartie a contract at a substantial discount but at more than he would get if he were drafted (at best #7)?
Obviously the Phins could use a tall fast (Randy Moss fast) cornerback with great hands and leaping ability. Why not a sleeper pick who would be willing to take less money, but still has the potential to be one of the most dominant players at a premium position (CB) from the entire 2008 draft? I think it could be reasonably argued that with his workout numbers if DRC went to Tennessee instead of Tennessee State, he would be fighting it out with Darren McFadden and Vernon Gholston for the top three spots with "safe picks" Jake Long and Chris Long in the #4 -#5 position. The Phins, after going 1-15, have the luxury of giving him real playing time to improve his raw technique and footwork up to the NFL level (he did well in the all star games against big college talent).
If the Trifecta were to offer DRC 6 years at 42 million with a 21 million signing bonus, he would sign it in 4.33 seconds (the time it takes him to cover 40 yards) and leap 38.5" for joy (just because he could at the combine).
